I feel like ToQger is when they embraced the fact that they could make much more articulated Mini-Pla for people who wanted that and leave the DX figures more simple for people who wanted that. I remember being disappointed with Kyoryuger's Mini-Pla because of how close they kept to the DX figures, so maybe that was part of the change.
I was looking into it, and I know they offered improved articulation as early as Magiranger with MagiLegend, but I don't know if the other mecha in that line, or any series before that were treated like that. I know Boukenger and later were all cool.

Not official, but my theories about the factors are a) some painted parts, b) more variety in sprue colors?, and c) they know older fans will pay more for classic mecha.
