NR was exposed to the Pandora box light when it created the wall though, we already know the event altered the people there on a mental level so it is not impossible that it would also make them hazard level 3.0.

You are probably correct though, but unlike those who have become riders due to the gas, they likely have a limit to their strenght level, while the nebula gas riders are able to go past that level, knowing Kamen Rider in general though, that might have some very bad potential effects in the long run.
