That's the million dollar question.
Bandai reuses pieces and molds like it's nobody's business. During the "Armored Might" line of figures, they reused the Thundercats molds from the failed Thundercats toy line (the super beefy articulated pieces). With the Legacy 6.5" line, they've used the same shoulders, torsos, legs, and arms in almost every figure (with the exception of a few pieces).
Now, Bandai is using the same engineering from the Legacy 6.5" Power Rangers line for their Dragon Ball Super figures. I don't own any, but I can imagine there's some similar pieces (because it's the same scale).
So where they're hard pressed for money is beyond me.
As for the Legacy Zords ... no one knows. No one asked for those. No one was asking for "SUPER ARTICULATED NON-TRANSFORMING ZORDS PLZ". Soul of Chogokin Daizyujin solved the need for most people.
The obvious answer - Bandai is struggling to find reasons to keep Mighty Morphin on the shelves. It is a fact that Mighty Morphin sells the best, but it's also fact that they have barely released anything except Mighty Morphin. But all these new additions to the Legacy line is being done because retailers want Mighty Morphin because it sells, and Bandai is happy to oblige.
