I just started to assume that's how Heisei Rider shows are, not episodic like the Showa ones but more about 'the big drama/to be continued' way of doing things.

To be fair, Kuuga, W and OOO had a formula of 'one monster is the main baddie in this amount of episodes' which is usually 2, Build doesn't have much of a 'victim of the week' focus
