Tough Call!

- Great Leader of Shocker: One of the more significant "First" villains in Toku, he always seemed to survive and be able to reform a group at a moment's notice. He spanned several years of Riders, and even made returns years later!

- Queen Hedrian: The first Sentai Crossover Villain, from Denziman-to-Sun Vulcan, she had ample time and effort to flesh-out and evolve her character.

- Adjutant Booba: Changeman is an unsung series which was actually enjoyable! This guy isn't necessarily the type you would expect to reform, but his last act adds an unexpected sense of depth.

- Empress Hysteria: Say what you will about Ohranger, she becomes another Villain who never seems to get recognition for her final sacrifice. Baranoia never seemed to learn the depth of humanity, but Hysteria finally started to understand at the end, and was willing to die so that her grandson could live!

- Gaiark: The initial trinity in Go-Onger carried most of the series, and while Yogostein never seemed to reform in show, Kegalesia and Kitaneidasu stood firm against Yogoshimacritein at the end. Their subsequent "dead" appearances showed that they had given-up as they had what they wanted finally. Given that they started the series events, it's rare for most of the main group to turn good!

- Escape: She always referred to Messiah as "Papa" in Go-Busters, and acted more like a dutiful daughter than a sadistic, murder-happy Villain. Granted, she took a lot of pleasure in the suffering she inflicted on others, but it was largely due to her devotion to (and programming by) Messiah. Ultimately, she was betrayed, and she would later lose herself and view others as "Papa", yearning to please that someone.

- Glitta: I've heard the love for her before, cause despite her earlier actions, she really just wanted peace between ToQger and the Shadow Line. Calling her a Villain feels like a disservice at times.

- Bangray: He makes copies of living or dead characters from someone's memories of said character. 'Nuff said!

- Narutaki: This a little more contrived because he isn't a Villain outright, but his disdain for Decade led him to join Super Shocker as Colonel Zol, if only to kill Decade! He seemed to have no love for the various incarnations of Shocker, but he wouldn't hesitate to work alongside their agendas and even influence them to his own ends, regardless of who affected! Again, he worked against Riders and Sentai as Doktor G, only to later allow Gaim aboard the Rainbow Line alongside ToQger. He seems to have softened his opinion of Decade over the years, but almost nine years after the fact, and we still don't fully understand the guy!
