Watched the subs which have provided a bit more clarity on some things.

The Sclush driver was incomplete and was an ongoing project. Katsuragi never finished it but made a log for his plans nevertheless. When Soichi mentions that Sento might be able to finish what Katsuragi started he meant the Sclush driver, Sento does indeed finish the Sclush driver after writing equations on literally everything (one of the funniest scenes in the episode given you see it written on the lightbulbs and plates as well as the walls). Soichi then downloaded that finished data.

Sento has also talked about a new objective being to "expose the government". At the end of the episode Gentoku's father finds out that his son was Night Rogue all along.

Something I'm wondering now is if Sento will go back to Seito at some point and tell Katsuragi's mother that he is in fact her missing son? How would she react to knowing this? Be interesting to see if that ever happens.
