They already are. Takeshi Hongo - the civilian form of Kamen Rider 1 - was just released.

I'm hoping they'll get around to Heisei Riders, but whether there's a future for these civilian lines is almost certain to be based on the sales of the Ultraman/Space Sheriff/Kamen Rider civilian Figuarts released so far.

I'm glad to hear this is a step up from the Ultraman 7 one. It's a great-looking figure, and one with which I'm actually familiar despite never having been a Space Sheriff fan, due to all the Gavan crossovers with Gokaiger, Kyuranger, etc.
