The DX toy bottles have a translucent plastic piece in them which mimics a liquid fluid, its on a slider which is connected to the cap, so when you put the bottles in the belt and turn the lever little pins punch into the bottle cap and push the plastic liquid up and down, so it looks like it moves.

As a side effect, shaking the bottles makes some sweet, satisfying clickety-click noises as the plastic fluid jumps up and down.

I'm not sure what came first though - the toys making that noise and the producers thus deciding Sentou should do it in the show or if they had the concept planned out first and executed the toys to follow suit.

In-universe it appears like shaking the bottles activates their powers. I guess it's similar to how you need to push the button on a Gaia Memory before you use it.
