Especially since it draws a further line between them and the Lupinrangers, who ARE harmless criminals (assuming they even are technically criminals since they are just retrieving stolen property) I think that's probably why they are doing it. If we are supposed to root for thieves, then we can't have the bard guys also be realtively harmless criminals. They have to be clearly all out nasty, with no room for sympathy. Or as much as children's television allows.

Its probably more to do with the fact that they want the central conflict of the rangers to be prominent which is a more interesting concept.
