I think people are forgetting that Kamen Rider as a TV series is watered down from Ishinomori's original idea. Shin Kamen Rider was meant to be that original idea brought to life. The original 70's Kamen Rider manga of the 1971 TV series was more darker and violent compare to its TV show counter part. Ishinomori got away with more darker content in the manga due to manga and TV having different censorship rules.

During the 70's and 80's, Japanese shows and manga for kids was able to get away with more darker and violent stuff because Japan's standers and censorship was way different. Even manga like Devilman, Barefoot Gen, City Hunter, Patlabor, JoJo's Bizarre Adventure, Baoh, Fist of the North Star and The Guyver was aim to kids in the 70's and 80's.
