I can't speak for all countries but streaming certain content is illegal in Germany, maybe even Europe as a whole. Last I heard of it, if you know that you stream something illegal (like entire movies) you could get in trouble.
However, there has to be someone who wants you in trouble for it. And as I said, I doubt that Toei or the copyright holders really want to pursue the handful of people in Germany who stream Kamen Rider shows.
It might be entirely different with big Hollywood movies and shows, but I don’t stream those illegally so I don’t really care.

It does. The way people make money with streaming is that they get paid for showing you advertisement. Doesn't matter how fast you close it, they get paid if it was displayed.
Certain browser add-ons / extensions like adblock block every pop-up ad or video ads, that way they aren't loaded / displayed and the streaming sites won’t get paid.
However, you should try and use stuff like ad-block carefully, because certain sites need the payment from advertisements to survive. If you have ad-block active on YouTube for example the person creating the videos you watch won’t get paid for their work because you don’t watch the advertisements before the video starts.
So if you use ad-block make sure to only use it on sites that use advertisement in a harmful way or want to make money off of stuff that doesn't belong to them.
