I would not be surprised if we are later told that Goodie is actually working directly for the current Lupin household master, and he is basically doing these things to keep both sides balanced and building them up.

Just looking at the teams, only the lupinrangers seem to be able to open the safes not to mention their speed, while the patrangers seem to have the higher firepower and defensive abilities, we also do not now what VS means yet, currently we just see it and go " oh, versus, right ", but that could easily be us making an assumption.

I think the Patrangers have the duty to shut down the monstes, while the Lupins are meant to quickly move about and collect the collection item, basically it is possible that the VS changers exist in order to protect and collect the collection if it gets stolen, it might be that they are not two seperate teams at all, but one singular one that we don not have the full context for yet.
