Cosmic states is strong, but the battle isn't "Who's stronger", it's who would win. Raw power means nothing if you don't know how to use it (And Gen doesn't know how. 40 Switches at his disposal and his only fighting style is "ROCKET-ON!").
I think that Double can successfully defeat Fourze Cosmic.
