No, almost certainly not. One is a fairly-niche-by-the-fanbase-at-large's-perspective comic book, no matter how compelling, and the other is the primary vehicle for the story. They aren't remotely connected. If the events of the comic were obviously canon, kids wouldn't have any way of knowing who this Lord Drakkon is, or why he looks like Tommy. Hell, I don't think the comics are even sold here in the UK, and the show is definitely aired here.

I could see the comics referencing 'the next ranger team', but Beast Morphers itself referencing Shattered Grid? No way.
