Yeah, I'm thinking Mad Rogue is Utsumi. I suppose it could be Gentoku, but Mad Rogue seems like an upgrade for Night Rogue and NOT Rider Rogue, and Utsumi is the current Night Rogue (though he doesn't use it outside of the web-series and that one episode a while back).

Plus I feel like Utsumi has had too much screentime and development to simply be "That guy that develops weapons for President Nanba".


On top of that, I doubt Nanba would give Gentoku an Evol Driver after he's already proven to not be 100% trustworthy, and I doubt Sento would give Gentoku an upgrade form before Kazumi, unless Rogue somehow loses access to his powers and he needs new one.


Plus why even bother hiding his identity when he's clearly based off of Night Rogue...unless it's not Gentoku.
