On one more note, I've seen some people online state that Mad Rogue is Utsumi because of his glasses gesture in one of the pictures in the scan. Firstly, Mad Rogue's right hand is just open in front of his face, not really doing the "pushing up glasses" gesture. Secondly, Utsumi actually did the "pushing up glasses" gesture as Hellbros, and it was with his left hand and never had the "open hand" gesture in front of his face.

Thing is, these scans also confirm that Gentoku is properly joining the good guys, explicitly because they're joining forces against Evol. Working with (for) him would run contrary to his goals. He wants to rule Japan, while Evol plans to destroy the Earth. They're not exactly compatible motives

And the glasses gesture is not the only piece of evidence (though I'll note Utsumi has done so with both hands, if not in suit). The scans keep his identity secret, but let know that he's somebody smart. They also have a couple of lines from him and these are the real giveaway: Mad Rogue uses "watashi" (as Utsumi does), not "ore" (as does Gentoku). None of it is anything like solid proof, but altogether it's very suggestive.
