Either Evolt crafted them, we have yet to find out if he created the original driver yet or if he stole it/was given it, the driver uses his voice so he possibly created it but at the same time why has he been unable to craft new gear for himself ? Perhaps Vernage is the original creator or they crafted the Evolt Driver together.

Maybe he had the bottles made by Utsumi and had the items required to make them collected during the show.
