After some looking, the head seems to be a repaint of Hazard with some extra bits added on.

I know you're not Bandai, and I never implied such. The reason I think RoseHelicopter was used instead was for show reasons, as Helicopter was Grease's means of escape, so I think they wanted to sell the set based on that element of the show. The part that's perplexing to me is the fact that Bandai instead chose to make the Christmas set (which is hard to get, even for Japanese collectors), instead of making an extra release or even a Uniqlo campaign (like they did with Obake/Parka).

Also, if Bandai wanted to use only the Drive bottle for the sound? If that was the case, they wouldn't have released Doctor/Game, Tantei/USB, or Parka/Card/Momotaros etc. More perplexing is that there is a sound for Keisatsukan in the Evol Driver, as Police. If they didn't plan to release either Keisatsukan/F1, why put a sound for Police in the Evol Driver?

My answer simply is: Bandai is making bizarre decisions at this point, and I think anything is possible for the future. They could choose to release every bottle with sounds in the belt, or they may not. Only time will tell.
