I talked with the producer of the Super Sentai DVDs and he said that Toei shot these shows on film and edited on Video Tape for many years. It wouldn't surprise me if they wait until Boukenger to start doing Blu-ray releases. If I recall correctly, Boukenger was when they started shooting Sentai Digitally in 720p or at least finishing them at 720p.
