No, Go-Busters was a choice, by Saban and Hasbro. neither wanted to adapt Kyuranger next. Hasbro wanted to do a fan favourite "Animal themed", and Animals that convert into cars is right up their alley and are good for sales in the USA. Saban has stated several times (in reference to Dino Charge) he actually disliked larger teamed Power rangers series due to production costs being raised for extra actors and more suits being made.
Clearly if Saban was going to sell the series he wasn't going to fork out cash on a series with 12 rangers, it would be much cheaper to adapt an older series with 5 rangers.
Bandai of America is rumoured to be going under anyway. bandai of japan probably saw no problem handing over PR from BoA to hasbro.
