I think it’s too easy to shrug off Neo / God Kuroto Dan as a simple "comedy character" because he was much more than that. The creators did have their fun with him, no doubt about that, and I can understand if the in-your-face scenes were a bit unpleasant for some of you, but the actor was so good at what he did that it all worked for me.

Is anything his appearances before the rebirth are a bit lacking as they follow a very straight forward bad guy-pattern. As a Bugster he was so much more interesting to me, although of course his past human life was pretty great too, so it’s a more a combination of both that makes him so fantastic.

So I really can’t say that I would include Kuroto Dan on a "worst villain list", he belongs on the best ones instead, and he takes a high rank among them IMO.

I agree wholeheartedly.

It's very rare for us to see a character in Rider align with the good guys while still retaining his evil sociopathic traits throughout the rest of the show, and it's even rarer for said character's evilness to be used as a source of comedy.

The only other time I can remember something like this remotely happening is when Duke briefly teamed up with the other Riders in Gaim for like two episodes.

As for worst villain, I'm casting in a vote for Adel. This character is just awfully written. They make him a completely irredeemable jackass until like, the final 3 episodes of his story arc, where all of a sudden he's supposed to be a sympathetic character. And it's not like Mitsuzane where we gradually see him lose his shit either. And it's a shame because his brother is literally the best thing about Ghost.
