Where do you get this impression? The very few legacy elements they pulled on were either for the episode that landed (or was intended to land on) the 40th anniversary date, and then a couple of appearances by Ninja characters which directly tied into their theming of ninja legacy. It's surprising I admit that they done any sort of returning characters beyond the anniversary date episode, but it hardly feels like they were pushing it as an anniversary season.

Either way, the 'anniversary' stuff is one of the things I'd highlight as a positive of the show. It was intelligently used, helped solidify the show's themes, and provided some nice worldbuilding -- which I find especially important when otherwise the show's worldbuilding is incredibly confusing.
