He had absorbed some of the green Shuriken Ball's energy. Which is also why he leans so heavily on those mecha designs too since he became a combination of Green's mecha Tenkujin and himself. Assumingly, after the first Legend War before the Gokaigers came around, both were extremely damaged, and were repaired by using each other with energy from the Shuriken Ball as Shurikenger continues on helping from the shadows and appearing in later shows like Nin too.

Also curiously enough. Asuka Kagura was Sky Ninja Shurikenger. And the outfit involves stripping as a power up.
Which is much like another Asuka that's a Kagura, that's a green earth elemental and strips for her power up.
