If we're seeing them this early, they are likely in the first 3-4 episodes of the show. The game very rarely has things that exclusive until much deeper in.

From the setup of the photo and layout too, I'm guessing it's two different riders. Likely near the same age, or roughly. Don't think they'd go for siblings though since Ultraman is doing that theme. But they did probably want something to offset the lead a little for various reasons to keep it more inclusive in case the lead doesn't click with the audience. Probably will do childhood friends of some kind though, or could do siblings, but it'd feel weird to have that kind of repetition. Likely some kind of rivalry or friendly rivalry though, with Zi-Oh being the more 'new' or younger rider as the audience entry-way. No clue, but looking forward to finding out!

Could be an A.M./P.M. form, but they'd do the character layout a little differently if that was the case. This feels more like a title rider and secondary, with their equal amount of side forms.

Still, loving Zi-O's designs and the extra forms. I hope they get Shodo versions made post haste.
