They re-released Gaim like half a year after the show ended, with Web-Exclusive releases still in the pipeline. If they think it will sell, they will do it.

Who talks about releasing? Announcing comes first, pre-orders follow later and then it takes months for it to actually come out. No, we're talking about ZI-O being announced and shown for the first time. Build was revealed last September, this campaign has three stops, one in late August, the other with an unknown date and the last is Tamashii Nations in October.
Given that the second one is between August and October, it fits the bill. Tamashii Nations is their biggest event, so that's where they will show Kiva.
So in my opinion, this is how it will go: First, late August, a new Seihou reveal (Either Faiz or OOO), then in September, a first look at ZI-O and finally, the big one: The missing Heisei Rider, Kiva, at their big convention in October.
Also, ZI-O has unique forms unlike Decade, they can make all of those if they wanted to.

Isn't Ryuki terribly out of scale? I saw pictures of him next to newer Figuarts and he's noticably shorter. Blade is a good figure but the proportions are a bit wacky compared to the Seihou's so I wouldn't mind a new one, although others do need it more.
Ryuki is on the top of the list though, alongside Faiz and OOO.
