It's not at all surprising to me. Bandai refused to listen and learn. Any time they took one step forward it wasn't long before they took two steps back, and the 6.5 inch Legacy line was their magnum opus in regards to being completely deaf to what the fans wanted from them. They shouldn't have even bothered if they were going to miss the mark so spectacularly. They'd have been better off completing more teams of 5 inch figures which people mostly liked for what they were.

It easily could have been those things. The proportions were Bandai's antiquated thinking which ignored what the fans have been begging for forever. Foregoing accessories for a useless build-a-figure was their poor understanding of the brand and misplaced sense of priorities. Why would anyone think the 6.5 inch Rangers needed a 6.5 inch, non-transformable, weaponless Megazord more than weapons for themselves? And if they

to have a build-a-figure, why wasn't it at least someone for them to fight?
Bandai lost PR due to their own stubbornness and gross incompetence. The fact that Hasbro was able to knock it out of the park on their first swing shows how horribly mismanaged the brand has been under them.
