You're probably right about "Future" being a placeholder. "Millenium" shows the year 2000 (Sougo's birth year), and I remember reading a plot summary which says Sougo is called "Millenium Children". So I guess it's highly possible this is a power up. I'm not sure if it's the Final Form since all past Riders' Final Forms have the word "Fin" follow them, but "Millenium" is followed by "2000"

The final forms of the past Riders likely won't be treated the same as Zi-O's own final form though.

Regarding Oma Zi-O, he has his own belt (although right now it has no visible slots for Rider Watches), and his default form apparently reads 2018 for the year. So, it's not "Evil", since that has no year reading (it'd be just the name "Evil" there rather than 2018 if it were using the "Evil" reading).

It could be something like Evol's, White Mage's or Gold Drive's belt, where it's a version of Zi-O's belt that reads the items in a different way (in this case, this different jingles and some text, since they can't change the sounds of the Watches), but right now there's the oddity that Oma Zi-O's belt doesn't seem to have Watch slots.
