Geiz is his name. Not his power. So that one would be her name. Not powered by.

Secondaries are their own names. Primary is the Time King name. So it'd be a different name if it wasn't her.
And they aren't killing Tsukuyomi off either. Doing that is off limits this go round. She's a pivotal point of the story. Since she's from the beginning, it also makes sense in connotations of watches, "The holy trinity" of watches. Which would be the zero hour 3, or the main show triumvirate from the beginning. Geiz, her, and Zi-O. So that means it's her. Plus they wouldn't alienate half their audience by removing her, or passing over her for the belt. That'd be instant backlash of literally a male taking her slot and taking it away from her. Literally the definition of the sexism that various industries are accused of. Which they wouldn't do twice... Considering at one time the pitch notes were discussing a female lead rider, but it got pushed back a year or 2 because of the anniversary stuff. So it's a chance to use her to prep for that transition coming up and let her pave the way for the next go at it, as well as let her become a more prominent Rider like Tackle was, but this time, the one that lived. Then there's the added aspect that "moon girls" aren't allowed to be offed period in Toei Sentai/Rider stuff. And that "moon girls" get to be riders. So they won't "fridge" her. But they might "fridge" the uncle. Considering the basis for a lot of Zi-O material and its source, I'd also assume her survival is one of the main points that causes the timeline diverge from Oma Zi-O.

Plus they wouldn't have used that actress in particular unless they were going to make her a rider. It was one of the ways they sweet talked her into the role. Then when you also factor in the Heisei riders, they do need to cover that there has been fem Heisei riders. So they'd need the third one of the main trio to be a fem rider to acknowledge that. You can't actively celebrate the heisei era and deliberately ignore that there have been fem riders. Then it's still sexist by ignoring those exist and mattered. It'd be the quickest way to push this to areas of disdain to not. Even Decade added in Kivara. Makes sense as well since the actress that played Tackle would be turning 80 this October.
So they might time it for around that if they can. Since she paved the way for all Fem Riders that came after, it is likely time to celebrate her and officially induct her as a rider without any way for fans to refuse it or confuse it. Her 80th falls on a Sunday this year. Ending that debate once and for all. And they wouldn't do 'fem specific' powers either, they'd want a fem rider that has all the main show riders abilities too like Geiz and Zi-O. Help prep audiences for a future fem rider lead.

So lots of reasons why I say that. Besides other unspoken reasons.
So yeah, it's her. And she survives the series too. And get used to Fem riders, you're going to be seeing more in coming years.
