They can be summoned by their respective bottles which I've got to assume is a functionality Sento assigned them to be able to summon them. So I find it pretty likely that Killbus will somehow get a hold of the Kaizoku and Rabbit Fullbottles.

... though, uh, let's face it -- where the hell these characters pull their weapons out of is a huge elephant in the room question for every Kamen Rider series that no-one seems to want to even approach.
