Den-O and W actually had been highlighted in previous Heisei Generations Forever promo images, but they were early material so things could have changed by the end.

For example, in the image with the Heisei Riders in shadow in the official site W and Den-O had bigger images than the others, aside from the obvious Build. There was also an image with the Heisei Riders lined up and their names above them. W and Den-O were right beside Build and Zi-O, and their names also were the biggest after theirs. And there's one group shot where W actually mirrors Build's position. There's also an image with the individual Rider posters for the movie line up and a tagline in the middle of them, and Den-O's and W's images are placed beside Build's and Zi-O's in the center line.

I don't think Kuuga's name is as big as Den-O's and Double's.
