It always happens, even for Rider series that are good/very popular with the audience/fans. I think it was during Ex-Aid or Build, i cant remember the episode but it was one that was hugely received by fans, saying it was one of the best episodes but at TV-N, they hated it. I know not everyone is gonna have the same opinion but it seems to be a consistent trend at TV-N. And you make a good point, why bother subbing it when they would always hate on it. I would say they only sub it for the fans/viewers as another source for torrents/etc. Considering they change a lot of the spelling (e.g. changing Zyuohger to Jyuohger cos the Z is pronounced as J) or not bother translating phrases (e.g. Ore, sanjō!, cos they expect you to remember what it means), more reason to question why they still bother. The only thing they do differently is add symbols/colours to the text for transformations or to differentiate characters (which i admit i do like but i'd rather proper translations than pretty effects)
