Despite getting the bulk of the screen time, the Lupinrangers are so underwhelming aside from Umika. Touma is a brick, Kairi is just such a dull loner, and Noel needs a solid boot to the face. And while I do like Umika, her charm comes from how she interacts with other characters, rather than as a character herself.
Meanwhile, Keiichiro, who looked like the most 1 dimensional character in Sentai history, is turning out to have the most layered personality, and Tsukasa and Sakuya are genuinely interesting to watch as they play off Keiichiro and each other (And Umika) so well.

And so, 2 more mechs (And power ups) go to the Lupins, Noel gets to have his cake and eat it, and the police just have to resort to end of episode hijinks.

I think you've managed to sum up all *my* feelings about this show, too. Noel is the first Sentai who I actively dislike, which is impressive, for being so manipulative and overbearing. The Lupinrangers are mostly just kinda dull, especially Touma, whereas the Pats have more quirky and fun personalities. But, of course, that's not where the toys sales are, so it's shafting time.
