Oddly, unlike past Legend Rider forms, the powers Zi-O gets are generally specifically tied to a single form, which is what makes the final form watches, or something like the Tajador watch, possible. The final form watches also are part of the DX line up, so they'd usually be in the show. The biggest point against it is just that they don't have armor designs there, but they could still appear in other minor roles, like finishers, or even summoning the Rider.
