Toy-only items are rare... unless we're talking about Legend Rider ones. Those often end up with many toy-only items. Zi-O is an entire line of Legend Rider items so far, so ending up with many toy-only items isn't odd.

Having said that, even among legend Rider items, generally the toy-only ones either are limited releases, or aren't DX items. So, the line of upcoming final form watches most likely will have some kind of presence in the show, since they're part of the main toyline - and, in fact, outside of Woz' three items, those are the only collectibles in the DX line in q2, so it'll be odd if the show just ignores them.
