This definitely varies. I'd say they're more equal in popularity with Ultraman sales only technically being higher because more product is made regularly.

But on the other side of that, Godzilla has more of a world-wide presence and market.

Though both have their own stores. With the Godzilla store being bigger, but merchandise surges in sales are definitely around movie years. As cultural icons though, both are engrained in Japan for the natural conveyance of internal nation fears and hopes, as well as how those have grown and evolved over the years. With their respective media acting as a kind of barometer of climate.

I'd say give monster arts some time to really try what they want to do, but toy techniques are an ever evolving thing in finding the right approach for Kaiju like creations. Different ones call for different emphasis which is where a lot of that experimentation comes from.

Plus Toho is very particular about their baby.
