I think Noel is a Pinnochio type collection piece or a child gangler that didn't want to be a part of the ganglers activities and Arsene took him in and just wants to bring back his father Arsene back by helping collecting collection pieces. And when Kogure says he works for a descendant of Arsene Lupin, he means Noel. At least that's what I think will happen. In the previews you can see Lupin giving a little boy the x change gun that Noel uses in the rain. I also think that next's weeks gangler is a shape shifter and it setup Noel which is why you can see how angry Tsukasa is in the preview. Zamigo is also in next week's episode (could be a flashback) so it should be very exciting.
