Well, we spent more than half the series foreshadowing and hinting he's evil. Along with patranger hating the lupinranger for no reasons. They stole some collections for them, made the public love them more(same in real life), but they're only stealing and attacking ganglers. They save civilians more times than the patranger. It's a forced concept to make both side at odds.
