If that one is reset by Shiro, then Ryuki's characters really has no powers whatsoever in the end, explaining the absence of Ryuki. But how does Dark Shinji's Ryuga power exists to have his power corrupted into Another Ryuga? And what about the rule of Another Rider can only be destroyed by its real form's power?

Ryuga's power doesn't exist, which is why a Ryuga Watch couldn't be created, only an Another Watch. Zi-O II is just powerful enough he breaks that rule and destroys him anyway, just like how he broke Ryuga's reflection or reversed and cancelled Geiz's death and Rider Kick.

That's hopefully something they'll explain in the special. Although considering how Inoue is writing I wouldn't be surprised if he completely overlooks that issue and shows Shinji recovering his powers for the first time in 2019.
