Decade vs. Zi-O: Which is the Worse Tribute Series

I've been having this debate with myself recently and I'm curious to see what other people have to say. Obviously Zi-O still has a long way to go, but I think it's far along enough to have this discussion. So we now have Decade and Zi-O as our two Heisei anniversary shows and both deal with paying tribute to the shows that came before them. Sadly, both have some problems with how they handle those tributes.
Decade went in the direction of largely eschewing the original actors in favor of new characters in stories that felt like the writer had just read a few bullet points about the original shows. Still, we at least got some consistently good action scenes where the alternate Riders transformed and fought against/and or alongside Decade.
Zi-O, on the other hand, has really been trying to bring back original actors whenever it can, including the main Riders whenever possible. What it does with them has been pretty underwhelming, though, as the show's premise is built around them having never been Riders now. At best we might get a brief transformation scene, but at worst we see the character show up for a couple minutes to hand over their collectible toy and then disappear.
So, which is worse? Seeing different actors but having all of the old suits back in action again or getting the original actors back but not really doing much with them?
