It's literally the entire point. And they explain their philosophy explicitly (spoiler: it's The Trolley Problem).
Like, guys, they're not supposed to be likable or sympathetic at this point. And that's okay. It's only episode three. We've got like, 45 more episodes to go.
Maybe we're just too conditioned to expect all sentai heroes to be noble, flawless paragons of justice. I think it's SUPER interesting that Towa and Banba are not that (yet).

Um... I think you're being extremely hyperbolic here. I did not get the vibe that either of them was excited about killing Ui. They were way more matter of fact about it than malicious or gleeful. Which makes sense: in a pre-Kishiryu world, killing the Minusaur's host was their only option for defeating giant monsters that would
literally kill thousands of people
if left unchecked.
