One thing to consider is that this Tezuka isn't the Tezuka of the original timeline. This is a Tezuka that was presumably manipulated by Jun (Jun tried to do that a lot in the original timeline), and without the main motivation to end the Rider War that he had in the original series.

It's also conceivable he'd turn out to be a different person after 16 years in the post-Ryuki timeline.
