That is an interesting power, given in the episode, Grand Zi-O is mentioned to control time. So I like the idea of Sougo summoning Kamen Riders from pre-Zi-O history just as they are performing finishers but they are instead used to attack Zi-O's enemies instead. The Build and Gaim finishers are from Episode 1 of their series. OOO is clearly from episode 3 (given the appearance of the concrete pillars). And I looked up on the wiki, Kuuga's is from Episode 12.

So Grand Zi-O is like Decade Complete but instead of the Kamen Rider that is summoned just copying Decade's movements, it literally is the Kamen Riders themselves but taken from some point in their time to aid Zi-O (possibly unknowingly).
