It should also be noted that out of the 3 riders, Valkyrie:

• Only have one other form (although that could just come with the life of been the tertiary rider)
  
• They don't get an Attaché weapon. Because the attaché weapos are green/yellow, blue, and purple, implying they're meant for Zero One, Vulcan and Horabi.
  
• They also don't have an upgrade form yet like Shining Hopper and Assault Wolf.

At the risk of sounding sexist. To me this fits perfectly with the idea of Valkyrie being a female rider because it seems like Toei is experimenting with her. They're willing to put a her in the spotlight, but not that willing to spend the budget on giving her more toys than necessary, and are now waiting to see how her first quarter sales fare before they give her more.
