At the risk of sounding sexist. To me this fits perfectly with the idea of Valkyrie being a female rider because it seems like Toei is experimenting with her. They're willing to put a her in the spotlight, but not that willing to spend the budget on giving her more toys than necessary, and are now waiting to see how her first quarter sales fare before they give her more.

Obviously this risks giving Toei the idea that Valkyrie isn't popular but rather Vulcan, but the Rider Kick Figures should do something there
