Heisei Generations Final is honestly more of a Build film than it is an Ex-Aid one, so you would definitely want to watch Build up to 14 before watching it. It's not really that relevant to the larger Ex-Aid narrative comparatively, and unless I'm forgetting something you could even skip it and go straight to the Another ending trilogy.
