Mostly Nakano's personal fans + his V6 fans and probably also Tsuruno's female fans too. We gotta remember that during this time Tsuruno had a boost in popularity for his regular appearances as part of the collective of participants who got the answers wrong a lot at a game show.

Iirc there was a time Mebius referred to him as just "Man", but my personal speculation about it is that maybe they did not think too much about the naming convention during the early years(say around Ultraman and Ultraseven) until the franchise was big enough via more sequels and lingo started forming such as dropping the Ultraman part and people just started calling specific ultras "Jack" or "Ace" be it officially or unofficially.
