Well, the implication seems to be that they've been fused/fusing for a while, which is why Swartz's world is disappearing in the first place and he needs to make all other worlds disappear to guarantee his own world will exist.

But, yes, this is just Shirakura pushing his view of the franchise on everyone's faces, even though it clashes with the last 10 years where he wasn't involved with the tv series. I really hope he pulls a Taikawa and retires from Rider now with the end of the Heisei era, rather than returning for future anniversaries, because it's just becoming more clear that he's detached from the more recent Rider productions and his view doesn't match the franchise.

Agito couldn't be Agito once his powers got stolen by a Watch though. The Another Agito Watch activated by itself didn't affect him, but once a Watch was directly used on his body like Swartz did with Decade it did steal his power and he was unable to transform until recovering his power later. This reveal about the Decade Watch also explained why Decade still had powers when the Decade Watch was created too back in the Ghost arc.
