Ultimately, they tried to make an animated crosscut of Spider-Man history up to that point, slashing characters only for pragmatic reasons or because they ran out of time! Punisher and Carnage were questionable choices, but the old Toy Biz figures produced toys of anyone and everyone, questionable or not. On top of that, after re-watching the animated Punisher and Carnage, I think they handled them well. They never said outright that Carnage was a "killer" or "murderer", leaving that one to subtext. Carnage's outlook on life was obvious when he stole life-forces and was ultimately sealed away in an alternate dimension, removing his questionable characterization from the fight. When Punisher was introduced, Jameson thought they could make him look like a hero, but Robbie threw shade at that idea cause Frank Castle has a history of using "lethal force". When Punisher fought Kraven, Castle was constantly told to end his quest for vengeance, and Castle's partner Chip ("Microchip") was always skittish about Frank using lethal weapons.
