Yeah, Agito absolutely benefits from the experience a lot of the staff had from working on Kuuga. That show was made with a whole bunch of new equipment and different style of ADR and all these other things that they had clearly gotten the hang of by the end, which left Agito in a position to improve even further. I also think you're going to find, at least in this show, that Toshiki Inoue's style of writing will be extremely refreshing given your issues with Kuuga. Inoue (who wrote all but one episode of Agito, if you're ever wondering) doesn't write reenactments. He makes TV dramas, and it kind of sounds like you're in the mood for one of those right now.

Agito has always the been the show I kinda consider the "real" start of Heisei Kamen Rider. Kuuga was an at-times borderline auteur series that I don't think truly fits in with anything before or after. Agito is where a lot of the "language" that's still in use today came from. Multiple Riders who act as foils to each other to increase the drama being an obvious example.
