Toys take longer to make than what it does to produce a tv show (depending on the amount of effects used). Most likely the toys were designed a year in advanced and Toei had to do their best in adapting the toy onto the show. Or quite possibly a base was made and sent to two departments, one to Bandai for the toy concepts, and the other to Toei's costuming division to make the suits. Each department translated it to the best of their abilities. Much like how a comic book character's suit translates differently onto film and toys respectfully. Plus if a gimmick is used in the toy they have to exaggerate portions of the toy to accommodate those gimmicks.
